We now know that the reform agenda will be delayed again. After 25 years of waiting for reform, it seems unlikely that the Dilnot proposals will be implemented in this Parliament. Any new government will go through a process of revisiting social care reform, and we will be, in effect, back to square one.
In the budget, the Chancellor announced extra social care funding, and I was surprised that there was an acknowledgement that we needed more money, particularly when the government was bringing forward an austerity budget. However, like all its predecessors, this government has made the mistake of putting this money into the hands of local authorities, and there needs to be more assurance that it will reach the frontline of care.
