Information for providers

Oliver McGowan - Message from BNSSG ICB – please share within your organisations  - Allocating staff to Tier 1 / Tier 2

Further to discussion at the recent Task & Finish Group, see attached Health Education England Tier Guidance for Employers, which contains some useful examples.

Some highlights to take away are:

  • It is the responsibility of the employer to identify who requires Tier 1 and who requires Tier 2.

  • Senior managers and board members who do not routinely meet the public but are involved in service decision making about services should do Tier 2.

  • Staff who have contact with the public (such as those answering first contact calls) should do Tier 2 since they will need to make their service accessible and effective for people who are autistic or have a learning disability.

  • In social care some services are used in a planned way.  Tier 1 may be adequate for staff if people currently using the service are known and are not autistic or have a learning disability (example given: residential home for older people where no residents have identified as being autistic or having a learning disability).

  • Depending on their role, staff may require further training in addition to Tier 2.  It is the responsibility of employers to determine any further training their staff need and to put in place the appropriate provisions.

  • Staff only need to complete Tier 1 OR Tier 2 (not both) – unless a change of job role requires this.

Further Oliver McGowan training dates will be released in the next 10 days or so and we will share these once we are aware of them.
